Do I need a permit to replace a roof in Morris County?
Under N.J.A.C. 5:23-2.7(c)1x, replacing the roof covering on a detached one- or two-family house in New Jersey counts as ordinary maintenance, so no construction permit is needed. Attached homes – townhouses and condominiums – are not covered by that exemption and do need one. The permit, where one is needed, comes from your own municipality – all 39 have their own construction office, and each town page here names it.
How many layers of roofing does New Jersey allow?
Two. New Jersey Residential Code R908.3.1 forbids a recover over a roof that already carries two applications of roof covering, and a replacement has to come off down to the deck. A quote for a third layer is a quote to break the code.
